They do it when they need a quick infusion of cash.

A more important question is:

With all their recent issues, will any care or buy them if they are offered.

I'm afraid they're going to use a permanent account sale as a last-ditch effort to save the damned site entirely. :(

Since the obvious reasons may not be that obvious, what might those be?

Back when I got my permanent account (2002 or 2003), LJ was one of the most amazing sites on the internet. The community was wonderful, the developers and staff were the cream of the crop, and the tech was impressive (for example, memcached, which today speeds up pretty much every social site). LJ was exciting and cutting-edge. Buying a permanent account was a no brainer because I felt like I was contributing to a great project, good people, and something which would be useful to me for a long time.

Today, LJ (for the non-russian side) is largely stagnant. Long-standing bugs, such as ads showing up on paid account pages, don't get fixed. The RSS reader is awful. Basic features that people expect nowadays like search don't exist. Other sites have eclipsed LJ. The communities are fading--most of the friends I met on LJ have left.

A permanent account is a long term investment and a contribution, and a statement of trust.

While certainly on the decline in the US, LJ is now a majority Russian
site. LJ is HUGE in Russia.

(Of course, I'd definitely advise anyone to avoid buying a permanent

I'm disillusioned by the U.S. side of LJ as much as you are, for the same reasons. To me, a perm account sale would *feel* like the end of the road to me. (I didn't say it was rational.)
